Sheff Wed Confronts a 'Significant Problem', States New Football Authority

'We will play a key role in football's future' - independent football regulator David Kogan

The team's ongoing struggles constitute a "significant problem" and the independent regulator is aiming to acquire authority to examine team situations in similar circumstances, its new chair David Kogan has stated.

In a wide-ranging interview, the chairman, who was named to the position this week, showed understanding towards the club's followers.

Kogan met with four fan organizations connected to the Championship side recently.

The Championship side have been struggling on and off the field in 2025, with the club delaying salary disbursements on five separate occasions, including in last month.

"Evidently Wednesday represents a significant problem for EFL and a significant problem for football," the chairman stated.

"Wednesday stands as one of the historic institutions for English football and this week we have met supporters' organizations.

"We are seeking authority... which will allow us to have the club and similar situations submitted for our review if they need to be investigated and acted upon."

Economic Challenges and Ownership Situation

The team's struggling chairman Dejphon Chansiri suggested earlier this year he would be open to selling the club at the stadium, but he has been unable to finalize an agreement with prospective buyers.

Failure to pay player wages on time in March and May led to sanctions by the English Football League (EFL) in summer, stopping Wednesday from completing any player acquisitions for the subsequent signing windows, although the ban was rescinded in August.

Authority's Position

Kogan said: "The position was created for the fans of Sheffield Wednesday, Bury or any football club where people are committed to a local institution that has been part of their lives in multiple situations.

"I fully appreciate the club's situation, as I do for each organization that in modern times have encountered failure, or nearly ceased operations, for factors unrelated to the followers."

When asked if the regulator could force an chairman to relinquish a club if they are considered unfit, the regulator answered: "If your question is 'would we intervene in the final instance?', the answer is once we collect the information and understand the situation, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the oversight body would choose to work with them.

"Our least desirable course of action is begin intervening in an specific team, an specific proprietor, without having the opportunity to collaborate with that proprietor to address the issues that the club's facing and the owner's facing," the regulator explained.

"But the truth is, when you examine the past of the sport, over the recent generations there have been particular chairmen, a small minority, but some who have been irresponsible in the manner they have operated their organizations and finally decline to assume obligation for the future."

'Mistakes could erase significant advances'

Kogan met with delegates from multiple organizations to detail the scope of the regulator on Wednesday and insisted it was a "progressive gathering" with a "significant participation" from the National League to the Premier League.

"It's a job that's actually really important, because should mistakes occur, if the sport makes errors, the significant advances achieved could disappear rapidly," the regulator warned.

"Such an outcome is universally undesirable in the context of the English game is a substantial accomplishment - we've got to keep it going.

"Considerable investment flowing into the game and has come into football for the past two decades, because there's no guarantee it will keep flowing into the sport, which is one of the reasons why I think we have to adopt a precise perspective on risk and of course, of the next two or three years."

Top Flight Apprehensions

Elite division representatives objected to the creation of a regulator because of fears of a negative impact on the elite division's competitive balance, but the regulator stated: "I'm absolutely committed to the prosperity and expansion as an financial organization of the top division.

"As someone who appreciates the worry about compromising the top flight as an elite competition of this country. But at the same time, if you consult with top flight officials after the recent gathering, they would have had a high level of reassurance -and, in fact, they have been advising us privately they have a high level of reassurance."

Ideological Links

Kogan is still facing a "full inquiry" by the Commissioner for Public Appointments after he acknowledged providing funds to the political party in recent years.

The 68-year-old provided financial support for Culture Secretary the politician's campaign, along with that of the government leader.

"I've been completely open about my former ideological connection [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," Kogan said.

"I currently have no participation in any sort of politics."
